Politcal Wing
While the LTTE's political wing is distinctly separate from its military wing, in the early days its primary function was to assist the military wing. When the political wing was started, its members were pulled directly from the military wing, because LTTE leaders did not trust people from outside of the organization to "advertise" themselves in a way that they wanted to be "advertised."
As the LTTE grew and acquired more land, the top priority of the political wing changed from assisting the military wing into managing the land they controlled, managing the TV and radio stations that gave LTTE propaganda, and accumulating funding for reconstruction.

International Wing
While the international wing was not a wing that was noted as its own, the LTTE did have many people who's jobs were dedicated to connecting with Tamils living outside of Sri Lanka. As the conflict between the LTTE and the Sri Lankan government and military escalated, more and more Tamils were forced to move out of the country, making the "international wing' bigger, and giving them more responsibility.
Some of this responsibility was also linked directly to the military wing, such as finding other terrorist/insurgent groups that were willing to train a few Tamil Tigers in other places. One known group that assisted the Tigers was Fatah, the military side of the Palestinian Liberation Organization.
